Romans 7 tells us how we feel when we continually fall short and can't figure out why we keep doing things we know aren't good for us. Romans 8 gives us the antidote. It all has to do with our nature, and for the one who trusts Christ, we have a power within us, greater than our will power, who changes our nature.
