The Arcturians communicate with members of the Federation to prepare the Earthly population for physical contact with multiple "species" of our neighbors in the universe that we would identify as "aliens". They also offer a not-so-subtle warning that some humans may attempt to take advantage of the potential fear felt by many people about these contacts and turn the friendly overtures into a tool for their further distortion of the population's hegemonies.
