The Chicago Bears are making significant strides toward a potential relocation to Hammond, Indiana, following a major legislative breakthrough in the Indiana House of Representatives. On February 19, 2026, the Indiana House Ways and Means Committee unanimously approved (24-0) a plan to establish the Northwest Indiana Stadium Authority, an agency designed to finance, construct, and lease a new stadium. This move comes as the team’s efforts to secure a new home in Illinois appear to have stalled.
The Proposed Site: Wolf Lake
The focus of the Indiana proposal is a tract of land near Wolf Lake in Hammond, a site that straddles the Illinois-Indiana state line.
Proximity: Wolf Lake is located approximately 19 miles from the Chicago Loop, which is a shorter distance than the team’s owned property in Arlington Heights (25 miles away). The city of Hammond highlights that the site is under a 30-minute drive from downtown Chicago.
Accessibility: The site is serviced by the South Shore Line commuter rail, which recently benefited from a $1 billion investment to improve service between Chicago and Northwest Indiana.
Historical and Ecological Context: Wolf Lake has a diverse history, once being a disposal site for gangsters in the 1920s and the location where Leopold and Loeb hid a body in 1924. Ecologically, it is one of the most biologically diverse sites in the Midwest, home to endangered species such as the Lake sturgeon and various rare birds.
Financial and Legislative Dynamics
The competition between the two states has intensified due to differing legislative speeds and financial frameworks:
Indiana’s Push: Indiana Governor Mike Braun and state lawmakers have been aggressive, with the Bears committing $2 billion toward the project. The Indiana framework (Senate Bill 27) creates a Professional Sports Development Area and a bonding structure intended to deliver a premier venue while managing taxpayer impact.
Illinois’ Stall: In contrast, a key Illinois legislative hearing regarding property tax breaks and infrastructure support was recently canceled. Illinois Governor JB Pritzker expressed surprise at the Bears’ focus on Indiana, noting that his team had been engaged in "positive discussions" with the franchise just before the Indiana announcement.
Public Funding: In Illinois, the Bears have sought $855 million in public funding for infrastructure at the Arlington Heights site. Pritzker and other Illinois leaders have remained firm against using taxpayer dollars directly for stadium construction.
Strategic Implications
Experts suggest that the Hammond proposal is a "legitimate option" rather than a mere leverage play by the Bears. The franchise has never owned its own stadium in over a century of history, and the Indiana move represents a "once-in-a-generation opportunity" for the state to host a founding NFL franchise. While the deal is not yet finalized and requires further due diligence, the unanimous support from Indiana lawmakers signals the strongest push yet to lure the team across the state line.
