This action has promoted fears that the laws could allow Chinese agents to arbitrarily arrest people in Hong Kong who are advocating for democracy even though Hong Kong’s Chief Secretary Matthew Cheung has stated, "It's for the long-term stability of Hong Kong and China, it won't affect the freedom of assembly and speech and it won't affect the city's status as a financial centre."
