In this passage, Paul explains to the church in Rome how one must live as a citizen of heaven on earth. How to submit to authorities out of love and unto Christ. Love being the supreme law and creed that followers of Jesus submit too. Therefore, Jesus is the ultimate authority, his love is the ultimate law, and his presence is the ultimate hope to receive.
