POLL: Should the state ban cities from charging an additional payroll tax for affordable housing and homeless services?

Should state lawmakers give King County the ability to tax corporations like Expedia, Starbucks, and Microsoft to help pay for more affordable housing and homeless services? The business community is supportive of a payroll tax on their highest-paid workers, but want "preemption" - a ban on additional city taxes for the same purpose. How high should the tax be to make a meaningful impact on the regional crisis? And with less than 2 weeks left in the session, can legislators broker a compromise in time?
