Kindergartens and Playcentres want to have more authority over their own organisations.
They are planning on forming a national group to combat falling enrolments.
Clare Wells is the New Zealand Kindergartens Chief Executive and told Mike Hosking the falling enrolments are going down for a range of reasons, but they are making changes.
