A windstorm on Saturday capsized an inflatable raft at Willard Bay State Park, killing one occupant and injuring another, Utah Department of Natural Resources (DNR) officials said. Ryan Staggers, 41, of Clearfield, disappeared just before 5 p.m. after both adults were thrown into the reservoir near Pelican Beach. Search boats, divers, sonar and an underwater drone located his body around 11 p.m. The second person was pulled from the water by another boater and taken to a hospital in stable condition.
