Episode Two: Omari and Kevin dive into the state and local laws that govern Seattle’s budget. They talk about why Seattle’s budget must be balanced, and why the city can’t just give money away. Also, what do the laws say about the kinds of taxes that Seattle can impose? And they look at the legal maneuvering that both the Mayor and City Council do to bend each other to their will when it comes to spending the city’s dollars.
