Calls to improve public safety have covered a spectrum: At one end, moving funds from police to service workers. On the other, beefing up police budgets and getting more officers on the street. But for decades, departments across the country have been working on a strategy called community policing, intended to improve trust in and collaboration between residents and officers. In San Francisco, different neighborhoods have different relationships with the police force.
