On the closing 18th hole at Wombat Hills, Ross' drive comes to rest near OB, however it remains in the general area.  When taking his stance to play his next stroke, he stands on a concrete pipe embedded in the ground which lays outside the course boundary, which is clearly interfering with him for a reasonable stroke.   What are Ross' options to take any relief?
