We define an electronic tally as a chain of digital vote-signatures. Each voter transfers the tally to the next by digitally broadcasting a ballot paper of the previous voting and automatically acts as time-bound key to the next voter on the publicly viewed platform and adding these to the end of the tally for the ward. A ward coordinator can verify the vote-signatures to verify the authenticity of the chain of voters.
