What makes America really exceptional on the global stage is that our constitution does not grant us rights. It recognize our inalienable rights by birth and it gives very specific limited powers to our government to do certain specific tasks. Anything that's not explicitly granted as a power to the government is reserved to the states and then reserved to the people.
