Entrenchment is the process by which statutory law (legislation) is protected against ordinary amendment or repeal by the bare majority of members of the legislature.1 Basically, entrenchment means that Parliament cannot amend the law which limits or controls its powers without undertaking special procedures. These can include a requirement for higher majority votes in one, or both Houses of Parliament, or obtaining the consent of the people - who are by convention the popular sovereign, and to whom Parliament is ultimately responsible.
