Wellington Regional Council is heralding a controversial dam project for Wairarapa as necessary protection against the threat of climate change.

The Provincial Growth Fund is investing seven million dollars in Wairarapa Water Limited to develop the Wakamoekau site.

But environmentalists warn it is likely to increase CO2 emissions and drain natural waterways.
