As the host of this year's climate conference (COP 28), the UAE will present itself as a nation committed to lead climate action, but statements and planning documents reveal that they are preparing for one of the largest expansions of fossil fuel infrastructure in the world. Despite rhetoric about carbon capture and a transition to renewables, the UAE will leverage COP 28 as a public relations tool to delay phasing out oil and gas.
