The police shooting of a 19-year-old man two years ago spun up from a peaceful rally at a park on the east side of Salt Lake County, to a brawl between police and protesters who'd taken their march into a neighborhood. We talk to Cottonwood Heights police detective Robby Russo, who says that protests are not allowed in neighborhood streets.
