Children are suddenly missing in the city of East Los Angeles.  Reports state that a character by the name of Mr. Balloons is responsible for the horrific acts.  As more and more children are disappearing, the city is suddenly paralyzed with fear.  Meanwhile, a young man's midnight snack will transform him into the hero East L.A. needs.
