The country's District Health Board system is expected to change following a review of the healthcare system.
A review's been launched, but the results aren't expected until early 2020.
Health Minister David Clark told Mike Hosking the DHB model we have delivers high-quality healthcare, which is cheaper than many comparable countries.
"You know we don't want to throw the baby out with the bathwater in one sense, but I think there is real room for change and there's an appetite in the sector for change, and I'm determined to make the most of it."
