The District of Columbia is making a play to become the 51st state in the Union. Residents say they pay taxes like the rest of America but are treated as second-class citizens. They say they are subjected to the whims of the feds and can't control their budget or their laws. Representative Chris Stewart discusses why this is not a good idea.
