What is paid for by citizens belongs to citizens. Anything that is paid for by the People, directly or indirectly, through the State or through laws that make such spending compulsory, belongs at all times to the People. Every citizen of the nation is therefore entitled to full transparency—or rather, a right to third-party oversight—over all financial flows associated with what they pay for, and thus over what belongs to them. Without this principle of third-party oversight, without this transparency, how are we supposed to understand the environment we live in? How are we supposed to make the right decisions for ourselves, for our families and for our community if we are denied the right to see how our money is being spent?
Omertà, procedural secrecy and concealment are the greatest incentives to crime. Yet, to understand how a system really works, we must understand its financial flows—in fact, every movement of money. As every investigator knows: follow the money and you will find the culprit. In our case, the aim is not to point a finger at a culprit, but to make all the actors involved in the use of workers' money—our money—accountable: who the beneficiaries are and what services they are paid for. Once citizens have automatic third-party oversight, enshrined in the constitution, without exception, all actors involved in activities of a community, social or State nature—in education, health, justice and the press—will be held to account. The only way to hold our institutions and all their actors accountable is to impose total transparency on all financial flows, on all the services they offer us, on all the services that belong to us because we pay for them. To put it simply: the People, the citizens, demand in full transparency total access to every franc spent, to every financial transaction whenever it is money taken from their pocket directly or indirectly.
Our initiative aims to restore the effectiveness of the People/State partnership. The People produce wealth and the State guarantees the infrastructures paid for by the People to allow them to be productive. This implies that in the sectors of education, health, justice, the press and the State, citizens have full access not only to financial flows but also to the contracts binding all economic actors (natural persons and legal entities) whose sources of income are of citizen origin. As soon as an economic actor, whatever its legal form, is contractually linked to an entity financed by citizens directly or indirectly, it must provide third-party oversight with public access to all its financial flows, as well as to all contracts signed with all of its providers. It must also disclose the names of the owners/shareholders and members of the management of the company: who the beneficiaries are, who receives dividends, and what agreements and employment contracts bind them.
