When Peter addressed the elders of the churches he was writing to, he included himself in their numbers.  It's like what he said to them, applied to himself.  Properly leading a congregation and being led, isn't easy.  Using a series of contrasts, he spells out what faithful shepherding does and doesn't look like.  If you're a shepherd, how does your shepherding measure up?  If you're a congregant, you'll find there's something in this passage for you too!
