Consumers have direct access to physical therapy services in 46 states. Michigan is 1 of only 4 states that does not allow consumers to go directly to a physical therapist without a referral from a physician. In "Direct Consumer Access to Physical Therapy in Michigan: Challenges to Policy Adoption" (February 2012), Shoemaker analyzes why several direct access bills did not pass the Michigan legislature.
