This narrative follows Oliver Stone, a former government assassin once known as John Carr, as he flees Washington, D.C., after being implicated in high-profile murders. While hiding in the small mining town of Divine, Virginia, Stone becomes entangled in a dangerous local conspiracy involving a corrupt drug-trafficking ring led by the town’s warden and judge. Meanwhile, federal investigator Joe Knox relentlessly tracks Stone, eventually discovering the tragic history of betrayal and state-ordered hits that destroyed the fugitive’s family. The two men are eventually captured and imprisoned at the brutal Dead Rock facility, forcing them into an unlikely alliance to survive.
