As Kelowna's vacancy rate nears zero, many citizens are turning to the street for shelter. However the city is introducing a bylaw that would ban people from sitting or sleeping on city sidewalks. Michelle Novakowski, Executive Director for Central Okanagan Elizabeth Fry Society, says there really isn't another option for these people right now.
