The US Government has a history of Censorship during Wartime. Since before the revolutionary war for indepence, The War of 1812, The War with Mexico, The Civil War. First the English government required press licenses during Colonial times in North America.
In 1690 Benjamin Harris printed The Public Occurances in Boston. He published an article about the defeat of a small colonial unit by french and indian forces. There was no press published until 1704.
in 1722 There was an attack by pirates along the New England Coast. Word reached the house of reps of MASS and they ordered a ship to hunt down the pirates. The New England Courant wrote about the government sanctioned ship commanded by captaain peter papillon. He gave an opinion of the speed of deployment and the colonial government arrested Benjaman Franklins brother because he was the printer at the New England Courant.
But in 1990, They did not believe censorship would be possible in the technological ages.
In the Mexican war they basically censored them for no reason. There was no evidence Mexican newspapers were publishing anything suspicious. Most Wartime correspondants were combatants themselves much like Marine Combat Photojournalists.
Edwin Stanton, Secretary of War, Established full censorship of all telegraph lines in March 1862, Edwin Stanon ordered military governor of DC to sieze control of the offices of The Sunday Chronicle, A Newspaper which had been publishing news about troop movements. In Missouri, Union Soldiers were stationed because of the mass amount of so called anti union or confederate supporters in Missouri. An editor was court martialed and his office, press and everything he had at the office was taken psession of and sold.
In Illinous, General A E Burnside took the offices of the Chicago Times by force and haulted the publication of an issue of the paper.
A Federal Judge issued an injuction against Burnside's men to keep them from fulfilling his orders. They ignored the federal court mandate, many times civilian journalists were able to circumnavigate the censorship, not so much can be said for publishing in the confederate territories. Which were under Union Army control during the war and occupied by Union soldiers during the Reconstruction Period. This lasted until 1877.
Then you have the turn of the century, World War 1, The US War with Spain, Which of course involved the invasion of Cuba, Puerto Rico and the Phillipines. At that time the Filipinos had already been in a war for independence against Spain, who had colonized them since they tookover for Portugul in 1565. Manilla being founded in 1571. I will have to do a show on Phillipines history because That is where half of my family comes from on my dads side. But for now I only note that history because The United States centuries later, Acquired or Purchased the Phillipines through the Treaty of Paris on December 10th 1898, The US Military declared full martial rule on December 21st 1898.
In an attempt to rescrict publications involving strategic intelligence, GEberal A W Greely of the US SIgnal Core procured control of the Western Union Telegraph office in Tampa, Miama and Jacksonville Florida.
In the following years preceding World War 1, The War Department.

The Army and Navy started to push for legislation to essentially amend the first amdendment and control the press. in 1916 The Secretary of War established the Bureau of Information,, Under the command of of Major Douglas MacArthur. They censored both civilian and military. An official means of media censorship was established during World War 1 known was the Committee on Public Information or Creel Committee. Headed by a civilian but had representatives of both Secretary of Navy and Secretary of War.
All of this is verified in a white paper from the DTIC. Defense Technical Information Center. Which i myself just learned of. . After doing numerous searches I landed on this PDF. Which I will include the link for. a 1990 Thesis by Then Captain Paul L Aswell, Presented to the US Army for his Masters of Military in Arts and Sciences.
