Before the flood when the earth turned in an opposite direction, the Van Allen belt which is about a hundred miles above the Earth today, reached out nearly right to the earth, so any vapor that arose would be disintegrated into anions and cations and could not form clouds. Now, when the earth turned in the opposite direction, this then moved the Van Allen belt out to where it is at the present time because of the difference in a cation and an anion, or a negative and a positive, which are in the direction in which the charge travels.
