How many times have you come on up on a red light, and you look at the car next to you with the bumper bungeed on, garbage bags for windows and mufflers dragging on the ground and you say, "How on earth is that street-worthy?"  

It happened to me a couple of weeks ago and it got me thinking... what actually makes a car street-worthy?
