Disconnected Youth, Opportunity Youth, Out of School Youth, or youth ages 18 to 24 who are not enrolled in school or employed, became priorities of workforce systems across the Country with the enactment of the Workforce Innovation and Opportunity Act of 2014. WIOA requires 75% of youth funds be directed toward Out of School Youth. This requirement has been a struggle for Prince George's County and workforce areas across the Country.
