As the clock winds down on Michelle's hiatus, Kelly and David take their waning opportunity to sound off on the culture of litter bugs and how it's gotten completely out of hand.  Why have signs that boast a significant fine for littering?  Since no one enforces these fines or tickets anyone, those signs become ironic... since they are not effective, they are litter as well.
