Being that this is Halloween, at least for 13 countries of the 195, "BOO!" is the operative word of the day. On the other hand, as David acclimates to Croatia and starts making observations, as only he can, his intuition drives him to begin researching his hunches. As a cereal and hopeless humanitarian, it's not surprising that his focus is on the plague of global homelessness. As his facts and figures paint an ugly picture of poor leadership by the American government, he delivers a hearty "booooo" for their bumbling error-filled performance. He spotlights Portland and San Francisco who each, on their own, have twice as much homeless as the entire country of Croatia. What has seemingly become acceptable, is inexcusable and must be dealt with. As David drills down on how Croatia has managed to pull this off, he will share his insights in an attempt to see if it translates to application in the US.
