Scotland did not have significantly greater deaths than other parts of the U.K. at the start of the pandemic, Dave Doogan, SNP MP for Angus and the party's spokesperson on Agriculture and Rural Affairs, tells Bloomberg Westminster's Caroline Hepker and Roger Hearing. But Doogan says the Holyrood government did not have the powers to act very differently from Westminster in controlling people's movement as Covid took hold.
