Add onion, bell peppers and ground beef and cook until n beef is browned add in garlic and stir until fragrant (30 seconds).Pour in remaining ingredients and bring entire mixture to a boil. Reduce heat to a light boil and cook 20 minutes until macaroni is soft. Remove bay leaves, add cheese, stir and serve.
