Halifax Regional Council spent hours discussing a staff report on how they should address Homelessness and Encampments on HRM property. A proposal to allow overnight camping at 16 municipal parks has been sent back for more study. Meantime, there are calls for people to pitch tents on provincial property since many feel it's a Provincial issue. And it's seems like they're kicking the can down the road again.
