It's called the "Empty Homes Tax," but one Vancouver woman says she's being hit with the bill even though her property doesn't have a home on it and never has. For its part, the City says the Empty Homes Tax is also aimed at encouraging owners of vacant land to develop their property. They don't want to see people demolishing homes to avoid the tax.
