It's no secret that the cost to mill and overlay one centerline mile of a typical residential roadway is somewhere in the neighborhood of $250,000. Sadly, milling and overlaying seem to be THE only maintenance and repair activity for most municipalities, and once complete, the roadway surface is left for dead. That's it; no preventive or preservation activities are scheduled, just reacting to potholes and headaches as they pop up. Let's compare roads to exotic cars for just a second... both are in the same ballpark cost range (per mile). Still, I bet if you had a fleet of Lamborghinis under your management and responsibility, you'd do EVERYTHING you could to preserve and protect the paint, all mechanical parts, and that roaring engine to extend the life and hold the value!
