What is Delegation?

What is the formal definition of delegation? To delegate means to entrust another; to empower another person to act.” Delegation is the act of empowering others to accomplish a task. 

It seems like that would be easy to do, but it's actually one of the most challenging things that entrepreneurs deal with.
