What is metadata? (Don’t ask our Attorney General, George Brandis. It’s clear he doesn’t know.) What powers will the new legislation give police and security agencies that they don’t already have?

And why do we even need this legislation, when there’s perfectly good tax law which already compels telcos and carriers to keep metadata and other business records for a minimum of 5 years?
