Buffy Heater, MPH, Chief Strategy Officer at OSDH, has over 25 years of experience in Medicaid, public health policy, and program implementation. She joined OSDH in 2017, became CSO in 2022, and oversees transformation, performance, project management, and technology strategy. Buffy holds degrees from Northeastern State University and the University of Oklahoma and has led key roles at the Oklahoma Health Care Authority and Governor Fallin’s Cabinet.
