In 1992, the Michigan parole board received a monumental wake-up call in the form of serial killer Leslie Allen Williams. He was a habitual offender who was still offered parole despite his title. Unfortunately, he went on to rape and murder after his parole and forced Michigan to reassess its criminal justice system. This one is particularly upsetting as most of it could have been avoided had he stayed in prison, so hunker down this is going to get corrupt.
