Quebec has cancelled international adoptions because too many children have learned they cannot trace their birth origin. For three decades, thousands of Canadians adopted children from developing countries around the world. Now authorities say international child trafficking rings emerged to fill the demand for foreign babies. Quebec is not the only jurisdiction to put a halt to the international demand for babies.
