Jesus says this isn’t about who YOUR NEIGHBOR IS.  This is about “are you a neighbor?”  It’s not, “Who is my neighbor?” “Who qualifies to be loved?” But it’s about “AM I A NEIGHBOR WHO LOVES LAVISHLY?”  Forget trying to decide who qualifies for you to love them and demonstrate love that HAS NO QUALIFIERS.
