In order for Luke to provide the reader of his gospel with "certainty" he must go back to the beginning. Even before Jesus, the Bible tells of a forerunner who would prepare the people for the Messiah. The Old Testament leaves us with the promise of this one, and the New Testament introduces us to the one who comes in the power and spirit of Elijah.
