Widgets were prototypical apps and could be managed by visiting Settings and toggle your selected widget on/off, they could not be deleted.
Widgets were by design to be always running, displayed when touched.
If you live in a major metropolitan area find the local TV channel which in your opinion has the best weather or best weather “personality” and load their weather alert app.
The purpose is to enable local alerts for weather conditions, local source local alerts. Flash flood, lightning & tornado will be delivered to your phone. Be sure you choose weather and not news.I favor Nashville News Channel Two — they have Davis Nolin — the dean of Nashville Weather.
