If a woman is elected to Congress, she’s expected to be present, Yes, I can understand her needs are special but here’s the problem: 

In the Congress business is conducted in person, as in being present, and that’s a “job” related requirement. 

Speaking strictly “proxy” voting is “voting in absentia” — that’s not allowed in any assembly. 
It’s not possible to accommodate everyone, it’s just like when you went to grade school, you were present or absent —- there’s not a third option. An “excused” absence is still an absence.
Yes, I understand this is the 21st Century and times have changed, but in the operation of our government — everything must be transparent and not hidden.
