Schools are a product of what society values. They are petri dishes for societal ills to fester. I am being overly pessimistic with this statement. Schools and the people in them can be disrupters, but in my pessimism I want it to be clear that policy and the values behind the policies drive society. Society as a whole follows the path of least resistance without much thought, and policies often times offer frictionless funnels to the masking of the unethical with commonplace.
So instead of asking what are schools for? It is better to ask what is driving or influencing the policy affecting schools.
