The FedHeads welcomed Carlos Rivero, the first Chief Data Officer of Commonwealth of Virginia, to discuss his experience in establishing governance, the importance of having a goal or intention of what an agency wants to accomplish first and some of his accomplishments to date, especially during the pandemic.
