A deep construction pit is required to build and house the construction and erection of a Tunnel Boring Device. You can’t just build the machine and point it toward the ground. The necessary pit will be wide and deep as a result.

As a matter of transportation need, I wonder when our city is going to get serious and address the transportation needs of all those waiters, bartenders, dishwashers, and musicians that make your night on the town possible.

That parking lot that the state has designated will be "destroyed" as part of the process. Erection of a boring device may take 18 or more months.
