The party in power statewide has always exercised its right to draw Congressional districts as they see fit. 

It’s part of the reason that George Washington warned us against “political parties”.
The word of the day heard on Clay & Buck is 'gerrymander,' and I imagine that a visit to the nearest dictionary will produce a surprise.  It’s - G - not - J -., and it’s a fine old political custom originating in that famously “liberal” bastion of Massachusetts.
My Webster's (New Collegiate edition, ©1981, p/475 tells me the word originated during the term of Governor Gerry. (19th century). The  Boston “Brahmans” wanted to consolidate their power statewide against those upstart Irish, flooding the state.
