In your organization, what causes the gaps in leadership?  Is it not having the right people?  Is it an unwillingness to move into those roles?  Is it ineffectiveness or bad behavior?  Effective organizations rely on great leadership and great leadership has to be cultivated.  What is the vision and plan to grow leadership in your company?  Without it, there is a gap that impacts everything.
